Technical manager

A key leadership role responsible for managing the contractors and suppliers who are responsible for the delivery of MEP and related services to a prestigious office building in Broadgate. Hours of work: Monday to Friday 09.00 to 17.00 but flexibility in hours is required to ensure continuity of estate management cover. Outline Job Description: The Technical Services Manager (TSM) will be responsible for day-to-day management of the various MEP and related services contracts at Broadgate Quarter to ensure that the contracts operate safely and efficiently and all necessary statutory and best practice compliance requirements are met and satisfactorily documented. The role also includes monitoring the various Hard Service related contracts to ensure that all contract specifications are met, using key performance indicators to monitor and record contractor performance. The TSM will also be responsible for planning specifying and managing MEP and related projects on site which are funded by the service charge. The TSM will have responsibility for managing service charge expenditure relating to the MEP and related service contracts and projects and will be responsible for scheduling works so to manage service charge cashflow as necessary. The TSM will work closely with the Building Manager to report on expenditure, cashflow, statutory compliance and contract performance. The role includes the management of the MEP related elements of the building rsquo;s health and safety system (Riskwise) and the review and authorisation of tenant access and works permits using the current visitor management portal. The TSM will manage the MEP related processes necessary to ensure compliance with the buildings ISO certification standards and procedures. The role will also include managing the process and infrastructure responsible for monitoring and re-charging tenant utilities usage and liaising with the specialist consultant (Optimised Energy) responsible for collecting and apportioning utilities consumption. The TSM will also be first point of contact for any technical and MEP related queries from tenants and occupiers as well as the wider Revantage operations management team and will provide support to the management team in respect of Licenses to Alter and Wayleave agreements. Role and Responsibilities: * To proactively manage the day-to-day operations of the mechanical and electrical maintenance contract, lift maintenance contract, security system, access control and CCTV maintenance contracts and any other MEP or hard services contracts at the building. * Monitor and review the services provided by the various contractors and ensure that the terms of all relevant contracts are being fully met. * To review and amend supplier contract specifications and manage contractor tender processes for fixed term service contract as necessary. * To establish contract and supplier contract costs and provide these to the Building Manager for inclusion into the annual service charge budget. * Manage the processes and infrastructure used to monitor and record building energy and utilities consumption and the calculation and re-charging of associated with tenant utilities usage. * To manage and report on service charge expenditure variation. * Attend regular site-based contractor review meetings. * Establish and manage procedures for monitoring and benchmarking supplier and contract performance. * Ensuring that all relevant health and safety, statutory and best practice policies and procedures are managed and adhered to and the Health and Safety portal is kept up to date and fully compliant. * Review and approve tenant and tenant contractor access and MEP related works permits. * Monitoring of general estate condition and identification of health and safety issues or areas of improvement. * Work with the portfolio compliance manager to ensure that the estate processes and procedures meet the relevant ISO standards to maintain ISO certification. Qualifications required: * Nebosh National General Certificate NG1 and NG2. * L8 compliance training. * Appropriate levels of technical awareness and compliance training. Required skills: * Excellent organisational skills. * The ability to communicate in a clear and concise manner. * Demonstrable knowledge and comprehensive understanding of facilities management. * Demonstratable skill and knowledge of the operation of MEP services and equipment. * Experience in managing MEP and related service contracts. * Experience and competency in the management of ISO standards compliance and reporting * A strong technical understanding of commercial office building operations and services * A full understanding of sustainability and environmental legislation and best practice. * Full understanding and experience of setting contract KPI rsquo;s and management of contractor performance. * Experience in developing and implementing new practices, policies and procedures. * Demonstratable skills and experience in project management and project cost planning. * Strong time management and delegation skills. * The ability to work proactively and flexibly to achieve goals and targets
