We are currently recruiting for experienced Information Compliance Records Management Assistants to work for Greater Manchester Police. You will be office based and you will be working out of their Force Headquarters in Northampton Road Manchester. Working hours will be Monday to Friday 9am to 5pm 36.25 hours a week. PLEASE NOTE DUE TO POLICE VETTING CRITERIA YOU MUST HAVE BEEN RESIDING WITHIN THE UK CONTINUOUSLY FOR AT LEAST 3 YEARS AT THE TIME OF APPLICATION JOB PURPOSE :- To process applications for information under the Data Protection and Freedom of Information Acts To process insurance requests and requests from other agencies such as CICA, NHS, etc., and undertake NOCs enquiries. To undertake audits and site surveys. To assist with record management and governance activities. To conduct compliance assessments, complaints assessments, information sharing and disclosure assessments and assist with reviews of subject access and FOI responses. To provide data protection/FOI training MAIN DUTIES AND RESPONSIBILITIES To undertake duties at various locations throughout the Force To maintain a thorough and up to date knowledge of Data Protection, Freedom of Information and associated legislation and records management standards to enable the provision of advice and assistance in respect of enquiries related to the processing of and access to information held by the force or shared with partnership agencies. To process all information access enquiries made pursuant to the Data Protection Act 1998 and Freedom of Information Act 2000 including vetting the applicants entitlement to information, consideration and application of the exemptions, undertaking public interest and harm tests and deciding whether the information requested should be withheld. Prepare responses and correspondence associated with relevant information access requests and related enquiries including taking decision to provide response, and quality assure peers work prior to responding to requesters Responsibilty for notifying CRU of potentially prejudicial requests. Responsibility for negotiation with information custodians/originators, including partner agencies. Assess information suitability for publication under the Force #39;s publication scheme and update the Force publication scheme, and update the Force IM web site as required. Undertake comprehensive risk based audits of the information holdings of the Force Provide an advisory service for all sections of the force (and members of the public) in respect of use of all Force systems including the provision of advice and assistance in respect of problems, queries, procedures and best practice. In conjunction with OLWD, assist the Information Integrity and Records Management Officers to develop, evaluate and deliver training programmes for Data Protection, Freedom of Information and Information Security for all GMP personnel and partner agencies as required Assist with the design of, and undertake research and evaluation projects (e.g. audits) including devising and implementing an appropriate methodology Assist with the gathering, analysis and evaluation of different types of data and information from a variety of sources and to present findings and recommendations in written reports and briefing papers. Undertake compliance assessments of force policies, procedures and use of personal data, undertake BRD assessments and contribute to the Cerberus process. Undertake complaints investigations and review appeals against non-complex FOIA and SAR disclosure decisions undertaken, in first instance, by peers. Assist with the development and monitoring of ISA #39;s Update knowledge and assimilate information in relation to changes and developments in respect of information audit, accreditation and compliance procedures and practice Assist with records management assessments and audits. To promote and comply with GMP #39;s policies on health and safety both in the delivery of services and the treatment of others. Comply with and promote equality legislation and GMP #39;s policies on diversity and equality. Take steps to eliminate unlawful discrimination, advance equality of opportunity and foster good relations To fully participate in GMP #39;s development review process.ESSENTIAL CRITERIA Has a good standard of education (e.g. A level, good O Level or GCSE Grades) Previous experience of dealing effectively with non routine information access requests demonstrating research and/or analytical skills, including collating, recording, analysing, researching and disseminating information Has carried out duties that involve dealing with various levels of management and the general public, in a customer-facing environment such as a call centre or customer support environment. Experience in at least 2 of the following: Carrying out IM audits Carrying out data protection compliance assessments Provision of consultancy/advice service in respect of access to and the management of information Has carried out duties that involve the analysis, evaluation, researching and dissemination of information. Detailed knowledge of Data Protection and Freedom of Information legislation and Computer Misuse Act. Demonstrates a high standard of computer literacy and has a working knowledge standard software packages e.g. Microsoft Office.* and understanding of different information processing applications including storage devices, with good working knowledge of spreadsheets and databases Demonstrates good understanding of information security.
