Job Specification Department Overview: Wholesale Bank UK and Middle East Tech is formed of approximately 100 colleagues consisting of ING employees and third-party supplier staff located predominantly in the UK and India and other global locations. The organisation comprises colleagues from several ING tribes, responsible for delivering the full suite of IT development and operations services to Wholesale Bank UK, Middle East and to global ING locations. Main Duties and Responsibilities of Role: The Head of IT has hierarchical management responsibility for approximately 7 Chapter Leads and an organisation of 60 engineers. The Head of IT and her/his organisation is directly responsible for delivery of several IT Services including IT Service Desk, Workplace Services, Infrastructure, IT Security and management of several Wholesale Banking applications (internally and externally hosted). Additionally, in collaboration with stakeholders in the business and 3rd party IT service providers (within and external to ING), the Head of IT will also help ensure appropriate governance and oversight over other IT services that the bank is dependent on, delivered by other ING internal and external IT service providers. Key responsibilities include: ING culture and One Agile Way of Working Ensuring adoption and ongoing maturity of ING’s One Agile Way of Working Act as an ambassador and role model for ING culture Stimulate effective cross-border interaction between and alignment across people, tribes, squads, areas and chapters Drive cross-cultural collaboration and champion diversity and inclusivity Create an atmosphere in which everyone feels appreciated and heard People Management, Engagement and Development Encourage Chapter Leads to continuously develop their capabilities and competencies to always remain up-to-market in their field Oversee overall IT engineering maturity across chapters and drive continuous development Ensure Tech organisation health (OHI) is reviewed, action plans defined and executed to monitor and improve people engagement Oversee organisation model ensuring effective recruitment and development practices IT Strategy and Architecture Define and implement the Tech UK strategy in line with the bank IT strategy and target operating model Monitor market innovations and trends for potential adoption in alignment with IT strategy Ensuring alignment with bank IT architecture standards and practices IT Prioritisation, Planning and Delivery Through eight direct reports, management of delivery of IT development and operational services for several IT services Ensuring annual objective setting in alignment with Wholesale Bank and Tech objectives Ensuring quarterly prioritisation and planning in collaboration with stakeholders Ensuring engagement and delivery timeliness and quality through use if ING’s One Agile Way of Working framework and practices Use of metrics to monitor and continuously improve delivery to ensure availability, reliability of systems and services and timeliness and quality of change Financial Management Ensuring effective dynamic planning, budgeting and cost governance, tracking and control Optimising technology TCO through efficient use of technology, human resources and supplier services IT Security and Risk Management IT custodianship of Wholesale Banking applications and keeping IT Risk within ING’s risk appetite Complying with IT Security, Audit, SOx and regulatory requirements Ensure application of the bank’s Cyber Security strategy UK Regulator Senior Managers Certification Regime Following handover and embedding this role will be UK regulator SMF (Senior Management Functions) designated.
