An exciting opportunity has arisen to join the Force Crime Registrar Unit as an Assistant Crime Registrar (ACR). This is a hybrid role offering a combination of home and office based working, with our client Thames Valley Police and will be located at HQ South, Kidlington. As an Assistant Crime Registrar you will promote and maintain ethical standards of crime and incident recording ensuring National Crime Recording Standard (NCRS), National Standard for Incident Recording (NSIR) and Home Office Counting Rules (HOCR) compliance by acting as a Dedicated Decision Maker for the Force, providing specialist knowledge to colleagues and identifying good practice and areas for improvement for the Force in relation to crime and incident recording. The successful candidates will provide a point of reference giving advice and guidance as a subject matter expert on the application of the National Crime Recording Standard (NCRS), the Home Office Counting Rules for Crime, the National Standard for Incident Recording (NSIR) and the National Incident Category List. You will promote and improve understanding within the Force of the importance of accurate crime recording in line with the Code of Ethics, supporting victims of crime and maintaining public confidence in the Force #39;s response to reports of crime. You will work with the DFCR to ensure a right first time approach to crime recording which fully meets the needs and legal rights of victims of crime and where necessary advise on improvements to the systems processes for crime recording. The need for identifying and notify the DFCR of any unethical crime recording practices that undermine the Force #39;s statutory obligations, professional reputation, service to victims of crime and compliance with the Code of Ethics. KEY ACCOUNTABILITIES Provide a point of reference giving advice and guidance as a subject matter expert on the application of the National Crime Recording Standard (NCRS), the Home Office Counting Rules for Crime, the National Standard for Incident Recording (NSIR) and the National Incident Category List. At the direction of the DFCR, undertake ongoing risk based quality assurance checks and ensure immediate remedial action is taken where non-compliance is identified or service delivery falls below the standard required by the Force and the Code of Ethics. To promote and improve understanding within the Force of the importance of accurate crime recording in line with the Code of Ethics, supporting victims of crime and maintaining public confidence in the Force #39;s response to reports of crime. As a Designated Decision Maker (DDM), ensure complete and accurate crime recording decisions for recording classification, cancellation and application of crime outcomes as specified in the Home Office Counting Rules for Recorded Crime are consistently applied. To identify and notify the DFCR of any unethical crime recording practices that undermine the Force #39;s statutory obligations, professional reputation, service to victims of crime and compliance with the Code of Ethics. To work with the DFCR to ensure a right first time approach to crime recording which fully meets the needs and legal rights of victims of crime and where necessary advise on improvements to the systems processes for crime recording. Provide advice in respect of settling any ownership of crime disputes between either Local Police Areas within the Force or with external Forces in accordance with the rules governing location of crime as set out in HOCR. Maintain effective relationships with key stakeholders (including operational staff) to ensure crime recording practice is compliant with Home Office requirements. Support the wider responsibilities of the FCRU in response to surge demand and HMICFRS (or other) activityESSENTIAL CRITERIA Proven ability to be conscientious and thorough with meticulous attention to detail. Educated to a good standard or equivalent proven experience, including development and continuous improvement. Relevant experience of negotiating and problem solving and the ability to resolve disputes involving staff at all levels of the organisation. Working at, or able to achieve, a level of performance consistent with NVQ Customer Service Level 3. Strong problem solving, communication and relationship building skills with the personal credibility to influence at all levels. A willingness to undertake training relevant to the role; including any learning or assessment which may include Force or College of Policing accreditation. Recent and proven knowledge of police crime recording and investigation procedures and the application of NCRS, HOCR and NSIR. Current and detailed knowledge of Home Office Counting Rules and their application in operational crime investigation.
